President Xi announces China's 2035 Nationally Determined Contributions

Chinese President Xi Jinping announced China's 2035 Nationally Determined Contributions (NDCs) in his video speech to the United Nations Climate Summit 2025 held in New York on Wednesday local time.

As part of the new NDCs targets, China will reduce economy-wide net greenhouse gas emissions by 7 percent to 10 percent from peak levels by 2035, Xi said, adding that China aims to increase the share of non-fossil fuels in total energy consumption to over 30 percent by the same year.

Alongside the emission-cutting plan, Xi announced that China will strive to reach a total installed capacity of wind and solar power generation of 3,600 gigawatts by 2035, more than six times the 2020 levels.

China will scale up the total forest stock volume to over 24 billion cubic meters and make new energy vehicles the mainstream in the sales of new vehicles, Xi said in the speech.

At the same time, Xi noted that China will expand the National Carbon Emissions Trading Market to cover major high-emission sectors and essentially establish a climate-adaptive society.

During the speech, Xi noted that these targets represent China's best efforts based on the requirements of the Paris Agreement and that meeting these targets requires both painstaking efforts by China itself and a supportive and open international environment.
