China, EU reach key agreements at summit: Chinese Foreign Ministry

China and the European Union have reached several important agreements at a summit, including on climate change and export controls, said a spokesperson for the Chinese Foreign Ministry on Friday.

Spokesperson Guo Jiakun said that at the 25th China-EU Summit, marking the 50th anniversary of their diplomatic relations, held in Beijing on Thursday, both sides underscored the importance of China-EU relations.

The two sides pledged to uphold and deepen their partnership, maintain strategic communication, enhance mutual understanding and trust, and jointly strive for an even brighter future in the next 50 years of bilateral ties, said Guo.

Leaders of China and the EU issued a joint statement on climate change, showing their shared commitment to addressing climate change and pursuing green development, among others, he said.

The two sides also agreed to establish an upgraded export control dialogue mechanism to facilitate timely communication on issues of mutual concern and jointly safeguard the stable and unimpeded flow of China-EU industrial and supply chains, added the spokesperson.

"Overall speaking, this summit is positive and constructive," Guo said, adding that it is conducive to enhancing mutual understanding and trust, and creating more favorable conditions for future cooperation.

China hopes the EU will work with China in the same direction to jointly usher in an even brighter future for the bilateral relations, he added.

On economic and trade ties

The spokesperson noted that as in any bilateral relations, differences do exist between China and the EU.

On economic and trade issues which are of concern to the EU, China shared its position in a comprehensive, patient, in-depth and detailed way with a friendly, respectful and candid attitude, said Guo.

Noting that the China-EU economic and trade relations are mutually complementary and win-win in nature, he said there should be and can be a dynamic equilibrium formed in the interactions.

China is committed to realizing the sustainable and balanced growth of trade with the EU, he said.

"We are willing to import more quality products from the EU that meet China's market demand, and hope the EU will ease restrictions on high-tech exports to China."

On false 'Chinese overcapacity' narrative

Guo said, China stressed that whether there is overcapacity should be determined in the global context and by the market.

He took the new energy vehicle industry as an example, saying that the International Energy Agency estimated that there will be a shortage of 27 million new energy vehicles globally by 2030, and China's new energy capacity is advanced capacity that can bridge the world's "green gap."

It is contribution, not "excess," he said.

The false "Chinese overcapacity" narrative reflects an incomplete understanding of the relations between supply and demand in a globalized market, and is just a pretext for protectionist measures, said Guo.

China's industrial subsidy policy follows the principles of openness, fairness, and compliance, and strictly adheres to the WTO rules, and industrial subsidy policies are widely adopted in countries around the world, he said.

The EU itself has provided a large amount of subsidies for the development of relevant industries, and should not apply double standards on this issue, he added.

On Ukraine

On Ukraine, China pointed out that the Ukraine issue is not and should not become an issue between China and the EU, said Guo.

China reiterated its consistent and clear position of promoting talks for peace and a political settlement, and expressed its willingness to maintain communication with the EU, he said.

China also made clear its serious position on EU's sanctions on Chinese companies citing Russia-related factors, he said.

The two sides agreed to enhance understanding and trust through dialogue and properly handle relevant issues, he added.
